Which judge, or law figureheads do not consider marital rape a crime from the Western World?

I remember reading that either a statesman or some sort of politician, or law maker, or judge from the Western World, does not consider marital rape as a crime. He caused an uproar, and never backed out of his belief. Who was this person? Or are there more than just one influential person that holds this belief? Thank you in advance. I am after their names please... This is for a paper I am getting ready, so no useless comments please!

  2. Marital rape did not even become a crime in all 50 American States until 1993. Until then there were many US States that still held to the 17th century contractual view of marriage that "But the husband cannot be guilty of a rape committed by himself upon his lawful wife, for by their mutual matrimonial consent and contract the wife hath given up herself in this kind unto the husband which she cannot retract" (Chief Justice Sir Mathew Hale, in 1635) Richard
  3. Yes, until 1993 it was not a crime in many American states. You may be thinking of Sir Matthew Hale, who famously ruled that "the husband cannot be guilty of a rape committed by himself upon his lawful wife, for by their mutual matrimonial consent and the contract the wife hath given up herself in this kind unto her husband, which she cannot retract."
