How come Mugabe is allowed to surround himself with his thugs in the middle of Rome?

There was uproar when the Chinese sent 'guards' for the Olympic torch, why on earth is this dreadful man allowed to bring his henchmen into the middle of Europe. As far as I'm concerned he should be on his way the the court in the Hague!
