How has the privacy & security rules of HIPPA affected the industry? Why has it caused such an uproar from providers?

1. Without your consent, medical providers cannot release information about you to anyone. HIPAA is a good thing.
2. There's a little paragraph that states that providers must provide info to the gov't under the Homeland Security Act to search for terrorists, but in the meantime it jeopardizes everyone's privacy.
