How does this sentence "did this tumultuous and mournful uproar arise" fit in the whole complex sentence below

I don't know how it (the cry) struck the others: to me it seemed as though the mist itself had screamed, so suddenly, and apparently from all sides at once, did this tumultuous and mournful uproar arise.

  2. Wow! What's it from?! Anyway, I would call the clause in question the second independent clause of the sentence (the part before the semicolon being the first). This rewording should make it clearer: I don't know how it (the cry) struck the others; this tumultuous and mournful uproar arose.so suddenly, and apparently from all sides at once, that to me it seemed as though the mist itself had screamed.
